I had checked the rights on the "system" user it should have as much access as my personal login does. (actually more)
It was a last ditch wth thing that we tried switching it to mine.

In case anyone else runs into this issue I found a solution.
The apache process was running as the system user. Changing the service to run under my userid made things work.
I can't see why this would be as system should be able to do anything but it can't.

Which wamp: http://www.wampserver.com/en/ IM/GS work fine from the command line. IM / GS work fine if I call a PHP script from the command line IM can not find GS if and only if the PHP script is called via apache. Their has to be some kind of environmental difference between command line PHP mode ...

More information I ran "identify -list delegate" so this is the same environment that is throwing the no delegate error. It gives me xps:mono => "gxps.exe" -q -dQUIET -dSAFER -dBATCH -dNOPAUSE -dNOPROMPT -dMaxBitmap=500000000 -dEPSCrop -dAlignToPixels=0 -dGridFitTT=2 "-sDEVICE=pbmraw ...

I'm running the wamp release that was current as of last week. Using the VC9 code.

While there are differences I can't see anything indicating why its failing. I've given "everyone" full control of the ghostscript and the www folders.
