separate the red channel (as grayscale), then threshold as desired, then recolor with +level-colors as follows:
convert testblue.jpg -channel red -separate -channel rgb -threshold 40% +level-colors red,white testred.jpg
convert testblue.jpg -channel red -separate -channel rgb -threshold 40% +level-colors red,white testred.jpg
