6.7.7-5 Q16 static Win32 installer = dynamic

The Windows 32-bit static installer for 6.7.7-5 Q16 is actually dynamic, I noticed something was off right from the download size.

It's not a big problem, since there's the zip archive as an alternative, but I just thought I may as well report.
