ImageMagick can do what you require but we have never tried to build it with Embedded Visual C++. ImageMagick certainly builds with Visual Studio 2003 and 2006.

The starting point for API development is http://magick.imagemagick.org/script/api.php.

We answered that question already when we said "ImageMagick can do what you require". The only question is whether ImageMagick will build with the Embedded Visual C++ compiler.
